You said that that helped the first time around, which surprised me. The only situation I can think of where that might help is if your iPad was completely full and by deleting and reinstalling the app you cleared up a bit of disk space.
The update files are only about 1 MB. So, your iPad would really have to be completely full for this to be the problem. If this is the problem, you'll need to do something to free up some disk space. You may want to go into your iPad's settings to see how much space you have and where it's being used.
