I'm not familiar with the DMC3, so cannot say what you are sending to the H9. I notice that the loaded program does not change, so you are probably not sending Program Change messages.
Note that you have to actually SAVE the preset with Active off – your video does not show you doing this, so this may be the problem.
Otherwise, my next guess would be that you are either sending a CC which makes it active, or one of the special Program Change messages which do the same. The Timeline will not necessarily respond to these, so will act differently.
