If a preset is saved bypassed and the H9 is bypassed, then it would load bypassed. All of the factory presets though are saved as active, and if you're loading those, they will switch the H9 to active.
If you're trying to use this in performance, I'd create a preset list with all of the presets you want to use and save them all bypassed.
