No, the algorithms are not transferrable, because you are buying them through Apple's in app purchasing mechanism and Apple doesn't allow in app purchases to be transferred.
You only need to buy an algorithm once though. You can register up to five H9s to a single Eventide account and all of the H9s registered to that account will get whatever algorithms you buy.
