I assume by "off" you mean bypassed. In this case, you could set up the MIDI Maps on each pedal so that a chosen MIDI Program Change would select (say) 1:1 on one pedal and bypass on the other. See UM for more information (MIDI – RCV MAP – look at the online one rather than the printed version).
