You should check how the program change mappings are configured. You can either do this on the PitchFactor itself (the manual explains how), or you can use H9 Control and click on the Pedal button in the bottom menubar and go to MIDI Settings and then Program Change Receive Map.
I'd be surprised if PitchFactor has program change 10 assigned to bypass by default. I would expect that that would be assigned to loading the corresponding preset on the PitchFactor. But you can set it to whatever you like.
