Well, no, TimeFactor and PitchFactor can't be expanded with new algorithms. They weren't designed with that in mind, and there hardware couldn't support that well.
The reason for those coupons is that customers who had Factor pedals who bought H9s were annoyed that they had to repurchase algorithms they owned already on other pedals. So, it was really intended for that case.
