Mapping the Snapshot selection to a MIDI CC is not the best way to accomplish this.
Since you are using Ableton Live, I would suggest using MIDI to trigger the different snapshots as this is a more precise way to adjust the snapshots. You can then use the Quneo to trigger the MIDI clips in Ableton.
In my screenshots below, it shows how 1 MIDI clips is mapped to the Global 1 snapshot, and another clip is mapped to Global 4.
