Groups 1-19 only appear if they exist – for example, the manual page you mention shows Group 7, but this must have been created earlier.
You create a Usergroup by selecting it (using "Group" on the User Group Setup page, then adding presets to it as described on the manual page 125 you mention. If you select it without adding presets it will "go away."
