The pedal input auto-calibrates such that the highest value it sees is viewed as 100%. This has the tragically unfortunate side effect that you note, where, if there is any "give" in the pedal mechanics, it is possible to put it over 100% by pressing hard. This then becomes the new 100%, but can be hard to reach again.
