I took a look at this and it seems like the issue stems from having multiple Cubase projects open at once. As a workaround, could you try closing your current project before loading and activating another one (or creating another one from a template)? Let me know if that works for you.
Anyways, this is a bug and I've made a ticket for it in our internal bug tracking system (EMOTE-668).
