I have the opposite question: is there a transparent delay (i.e. not bucket brigade or tube etc) that does the pitch-shifting thing? I like to use to pitch-shift on purpose, but without wanting to color my sound. Mary Halvorson does this a lot.
I recommend that you pick a delay that does pitch shift and turn off all the non-ideal parameters (all the flutter, wow, saturation, filter, mod, etc.). In other words, try to make any given delay as transparent as possible. Usually, that means setting those parameters to zero.
