Create a Freeze effect with H9?

Is it possible to create a preset, with some algorithm, like EHX Freeze kind of effect for the H9?

Yes, in a huge number of ways.  These links should get you started.  Many of these presets have been uploaded by Eventide staff to their Preset Sharing section of this site.
