  Is there a way to map a preset’s Tempo Mode on/off setting to a hotswitch on the pedal itself?
  
  I know how to do it in the app (under there General tab), but I can’t seem to find this option on the pedal.

  No, this is not possible using the pedal UI.
  
  The only way to turn tempo mode on/off using the pedal UI is by pressing the Presets + Parameters buttons simultaneously: https://cdn.eventideaudio.com/manuals/h90/1.5.2/content/edit-modes/parameters.html#tempo-sync
